“Of the 20 states with the most favorable balance of payments, a handfulat most, are blue. Mr. McConnell’s home state, Kentucky, by contrast, rakes in $2.41 for every tax dollar it sends Washington.

In other words, Mr. McConnell’s state is effectively subsidized by blue states like New York and New Jersey. Gov.
